The result is that a small bridge is needed to allow access to the Lock & Dam grounds from the Missouri side of the river. This particular bridge was built in 1996 while the Lock & Dam underwent a major upgrade.

Mississippi River Crossing At Winfield Winfield, Missouri
A slough and a local creek converge just north of Lock & Dam 25
near Winfield, Missouri. Rather than damming them off and flooding
these wetlands, they were separated from the main river channel by
the west side all of the locks and a dike that extends north several
thousand feet. The combined Sandy Slough and Old Kinds Lake Creek
enter the Mississippi just south of the Lock & Dam structure.
The result is that a small bridge is needed to allow access to the Lock & Dam grounds from the Missouri side of the river. This particular bridge was built in 1996 while the Lock & Dam underwent a major upgrade.
